First things first

Before figuring out whether anyone screwed up during the initial response to hurricane Katrina's devastation in Louisiana, it's necessary to identify what went wrong.

According to an article in the New Orleans Times-Picayune some people are beginning to take this approach. For example, communication systems were inadequate -- why?

It will be real interesting to find out how much money the federal taxpayers have shoveled into NO for communications equipment between 9/11 and Katrina. Clearly the money was just about as well spent as the money for the 500 now semi-submerged buses that Ray Nagin did NOT use to evacuate the poor, elderly and infirm resident of NO.
